This article first inspects China's present land source pollution situation, and has emphatically paid attention to Bohai Sea's land source pollution condition. Although the country has obtained certain result, through formulating each kind of policy as well as the plan to prevent and control the land source pollution, particular by Bohai Sea blue sea planning for action implementation. But the government result has not achieved the anticipated target actually, the marine environment protection prospect still anxious. This kind of phenomenon reason is various, on the one hand the marine environment protection work has the long-term characteristic, the preliminary investment and the government effect cannot come out that quickly on the appearance, the deeper level reason is our country's land source pollution preventing and controlling work does not have the enthusiasm which the full reassignment public participation, moreover lacks the way and the method which the safeguard public participation, therefore the safeguard public participates in the land source pollution preventing and controlling work appearing especially essential. This needs the government, the enterprise and the public tripartite close cooperation.
