Hydropower is important clean energy, the hydropower reserves and exploitation amount in China is the first in the world. At present, China's hydropower exploitation amount is only about 30 percent of capacity, the prospect of China's hydropower development is wide .Hydropower development will bring a certain impact on the ecological environment. In China, environmental impact assessment of water resources and hydroelectric projects emerged in 1970, and environmental impact assessment of hydropower planning emerged in 1980. On the side of sustainable development, hydropower planning environmental impact assessment is trying for controling the ecological destruction in the headstream. In the area of hydropower planning ecological environment impact assessment, China's relevant theoretical research, and practical work are carried out late, the techniques come from traditional single building environmental impact assessment, so it is immature.The evaluation model and methodologies are still in the research study in practical application.Through learning from the useful experience of hydropower planning ecological enviroment impact assessment at home and abroad ,this dissertation summarized the characteristics of ecological environmental impact assessment: strategic, comprehensive, regional, the cumulative impact analysis, coordination analysis of plannings and scientific selection of recommended programme.Summarized related basic theory: sustainable development theory ,environmental hydro-science theory, ecological theory. technical methods : methods of project ecological environmental impact assessment, of plan and decision area, of spaces analysis and the GIS, and of cumulative impact assessment. On these bases, took the Panzhihua river reach hydropower planning as an example, the example research expansioned with the six characteristics of hydropower planning ecological impact assessment, emphatically analyzesd the main terrestrial eco-environment problem brought by Panzhihua river reach hydropower planning:impact on Savanna Shrub &Grass and city-ecological ,and used many evaluation methods, then made the assessment conclusion.This dissertation summaried, complemented and improved the theories and methods of China's hydropower planning terrestrial ecological environment impact assessment at first time. Panzhihua river reach located in the Jingsha river dry-hot valley in the juncture of Sichuan and Yunnan, and involving city-ecological, this example reasearch has a certain reference significance for this kind of hydropower planning terrestrial ecological impact assessment.The experience and deficiency of this example reasearch has a certain reference value for other industry planning ecological impact assessment.
