Shijiazhuang City is the capital of Hebei Province. With scores of years of construction, especially since the start of the reform and opening to the outside world, the social economy in Shijiazhuang City has been developed at high speed and has become a megalopolis with a sizeable economic base in China, and an important industrial base and an information center in the north China. With the fast development of the urban economy, however, the water supply problem in the city is becoming increasingly acute and the limited water resources become unable to meet the ever-increasing demand. Water has now become a significant factor restricting the development of the city's national economy and the improvement of the standard of living of the people in the city.To overcome the grievous shortage of water resources in Shijiazhuang City and make the water resources meet the requirements of the rapid development of the urban economy, on the principle of supplying water with different quality for different purposes, saving water resources, cutting down cost of water treatment and increasing the repetitive utilization factor of the resources, and in pursuance of Shijiazhuang's urban master plan and the water resources plan of the city, it has been decided to build a reclaimed water works with advanced treatmen in Qiaodong, Shijiazhuang City.The reclaimed water works with advanced treatment of sewage in Qiaodong, Shijiazhuang City, will be located in Qiaodong Sewage Treatment Plant (QSTP) in Shijiazhuang. QSTP is located to the south of the Third Southern Ring Road in the urban area of Shijiazhuang. The master drainage canal is located to the west of the plant, separated by the planned Tiyu Avenue. To the northeast of the plant lies Loudi Village. The range of service of QSTP covers the sanitary sewage, factory effluent and waste water from other public buildings in an area to the east of Beijing-Guangzhou Railway. The handling capacity of the works is 500,000 m3/d with the AO process.The reclaimed water works with advanced treatment in Qiaodong, Shijiazhuang City will use the secondary effluent from QSTP as the influent. The finished waster after the advanced treatment, will be mainly used for industrial and landscape purpose.The project will cover the construction of the structures and buildings in the reclaimed water works and the building of the water distribution pipeline network in the city. The handling capacity of the reclaimed water plant is 300,000 m3/d and the technology adopted for advanced treatment is the biological aerated filter (BAF) technology. The investment of the advanced treatment plant is RMB 187.9376 million while the investment in the water distribution network is RMB 107.9227 million. The BAF technology is a new technology developed in the last ten odd years and has been widely used in many water works, sewage treatment plants and reclaimed water treatment plants for advanced treatment at home and abroad.When the project is completed, the reclaimed water produced will be mainly used for industries, scenic rivers, greening and gardening in the city, and municipal sundry purposes, which will not only relax the contradiction of supply and demand for water resources in the city but also produce greater social, environmental and economical benefits for the city. Therefore, the construction of the reclaimed water works by advanced treatment of sewage in Qiaodong, Shijiazhuang City, is the requirement of the sustainable economic development of the city and the requirement of the national policies on technology, thus imperative under the situation.
