In recent years, China's coal industry has made great achievements, but there still exist plenty problems: Safety Monitoring equipments not complete, Management Tools being out of date, and so forth. Coal mine production safety situation is not satisfactory, hence the coal mine production Safety Monitoring and the establishment of a coal mine production Safety Management System, which are prepared to resolve the current issues of coal mine production safety, is of great urgency.The issue in my paper stems from the project "Coal Mine Safety Automatic Monitoring, Control and Management System" launched by Office of Information Industry in Shandong Province. This is a digital system with the goal to predict major coal mine accident and give suggestion on control plan. The system adopts many advanced technologies, such as the fiber-optic sensor technology, network technology and WebGIS technology.This paper mainly talks about the design and optimization of database and Client/Server design and implementation of the "Coal Mine Safety Automatically Monitoring, Control and Management System".In accordance with the AQ6201-2006 "Coal Mine Safety Monitoring System General Technology" requirements, taking the actual situation of mine production into consideration, a Demand Analysis of the system is made in my paper. The design and implementation of Rules Table can meet the complex requirements of the mine monitoring system, and is of high reference value for similar studies.The Oracle Database Management System was chosen in the process of developing the database. The main jobs in the design and optimization of database can be summed up as follows: the design and configuration of the database; the characteristics analysis of "Coal Mine Safety Automatic Monitoring, Control and Management System"; the optimization of the database design; the performance analysis report of the database with the using of Statspack. The Backup Program and Disaster Recovery Strategies, put forward in the design and optimization of database, can meet the data security needs of the most database systems. The database which is running in good condition, proved to have the ability to meet security and real-time requirements of database data.This paper gives a general class TConndb, programmed in single-state design method, to access the Oracle database. Such class will standardize the access to the database, greatly simplify the complex procedures for client developing, for the client to the complexity of the development process, and improve the efficiency of research.It also introduces the implementation of various modules of C/S structure, gives the realization of the final interface, and develops a set of formats and standards for data exchange between the client and underground sub-station. Those formats and standards have high universality and can ensure data security and accuracy, hence can be used and promoted as Monitoring System Communications Standards. The monitoring function, client's sub-function, includes online detection, real-time display, the sound and light alarm of gas gauge function, query and statistics of data, and other functions. This fully meets the requirements of the AQ6201-2006 "Coal Mine Safety Monitoring System General Technology".Chapters from 3 to 5, is the core of the full text. The optimization of database and software programming methods were got via repeated amendments and summaries in the actual development of systems.I hope my work will inspire other designers in empolding monitoring systems.The monitoring system which achieved by the end can greatly enhanced the coal mine's capabilities of disaster warning and prevention. The system can guarantee the safety of mine production and advanced the development of China's information industry. It is detail expression of "information technology stimulating industrialization," should by promoted in the mining industry. Its social benefit is very great.
