Study On Using Public-Private Partnerships To Develop The Provision Of Construction And Demolition Waste Disposal Services

With the development of the construction industry, Construction and Demolition Waste is also increasing rapidly. In addition to the great expense for treatment, the huge amount of C&D Waste also causes many problems to the environment and society. Therefore, many countries'construction industries and environmental departments pay more attention to the recycling of C&D Waste.Since infrastructures'building and operation needs plenty of capitals to sustain, it have too many problems to deal with if only depend on the government finance. As a result, the urgent problems waiting to be solved in the building of current C&D Waste disposal services are to reform the existing mode of investment and financing, change the operating mode of environmental industry and improve the investment efficiency.In foreign public infrastructure projects reformation, application of PPP model has made many successful experiences, also received extensive attention. As a mode of construction waste disposal, PPP model can exert the private sector to improve disposal rate and reduce the government's burden. On the other hand, PPP model can improve the operational efficiency of public infrastructure projects. Practice has proved that the introduction of private sector participation into public infrastructure projects, if not handled properly, may have a lot of problems and make a negative impact in the reformation of China's public infrastructure projects. Therefore, it has great practical significance to study how to improve the level of construction waste disposal through the PPP model.This paper introduces the definition of C&D Waste and its sources, then details the characters of the C&D Waste and the harm to environment. This study points out the problem of the C&D Waste management in our country on the foundation of analyzing the situation of C&D Waste recycling and management in the domestic and foreign countries, and then, the idea of PPP model used in the C&D Waste disposal services is put forward.Base on a lot of foreign and domestic literatures and the status of our country, the thesis provides the theoretic foundation for PPP model and analyses the feasibility of PPP model applied in C&D Waste recycling in the technical, economic, supervision and society environment aspects. Then through the analysis of situation of applying PPP model in our country, this paper introduces the operation flow and organizational structure of PPP model, and establishes the way of operation and types of PPP model. After that, the operation scheme which includes organizational structure, business flow, income source and charge program are put forward. Finally, the paper provides some suggestion to promote development of PPP model in C&D Waste recycling, such as improving the C&D Waste management system, economic measures, law, expense levying mechanism and so on.At last the conclusions of this paper and some problems which need to improving are pointed out.
