The essence of Clean Development Mechanism (CDM) is carrying out transferable pollution discharge permission, based on the marginal cost of reducing exhaust greenhouse gas. The appearance of CDM provide a new field and chance for remedying the financing gaps of our economic development and promoting sustainable development to our attracting and utilization of foreign capita.Based on the research of basic theory of foreign investment and the mechanism of attracting foreign capita by CDM, this paper study the at home and abroad situation of attracting foreign capita by CDM, and find many problems, such as areas distribution is unbalanced, its potentiality has not been given full play, the project species are relatively single and so on. Application of Analytic Hierarchy Process to multifactorial analysis the fore factors of Strength, Weakness, Opportunity and Threat in attracting foreign capita by CDM, determine to implement the S-0 strategy. Strengthen our government CDM capacity building by delivering foundation service, perfecting national information platform, constructing carbon market transaction system and strengthening the research of CDM methodology. Making use of CDM, attract foreign capita by standarding energy field, encouraging fluorination Industry field and attention mainly field. Guide private enterprises to attract foreign capita and to improve building of CDM intermediary agency by making use of CDM.
