Water environmental capacity and its total load allocation is the foundation anddirection of the research of water environment management, as well as the bases andobject of environment protecting. A new method of water environmental capacity andtotal load allocation is put forward and a scientific, feasible, operational system isestablished, according to the characteristic and economic developing plan of TBNA.A literature survey is given in the beginning of this paper, including the researchsituation abroad and domestic. The characters of allocation methods concerningefficiency and fairness respectively are analyzed, as well as their limitations andfactors. Therefore the research direction is fixed after the analysis above.The TBNA is separated from Tianjin during the calculation of waterenvironmental capacity. According the characters of water resource and waterenvironment of TBNA, the essential requirement of calculation of water environmentis met and exact results can be dragged using a sort of methods such as generalizingthe pollution discharge outlets and tip virtual section configuration.Based on Gini coefficient, local allocation model is established. In local model,allocation model is set up according to environmental load, usage efficiency of naturesource, fairness as principle and long/short term environmental capacity as restriction.At the same time, six guidelines are chosen to ensure the fairness. They are population,area, GDP, situation of water pollution emission, water consumption of county andenvironmental construction proportion in total payout. The proposed model is appliedfor the allocation of total water environmental capacity and water pollution in TBNA.Finally the new type industry coefficient is exhibited. Under the object of mostincrease in economic benefits, with kinds of restrictions the allocation is specify toenterprise pollution sources, the foundation of the water pollution control in TBNAwas established.The results show the model is creative and feasible. With certain optimization,the model shows improved performance in efficiency, environment and fairness.However considering the water usage in TBNA are close to saturation, to maintain therequirement of increasing industrial production while simultaneously cutting downpollution, new clean techniques must be further pursuit to improve the level of clean production and reduce the COD emission per unit production.
