| Industry is a pillar of national economy and its development is an important element which can reflect the comprehensive competitiveness of a region. However, the development of industrial accelerated to occupy Earth's limited resources, at the same time, brought about a series of environmental pollution and ecological damage. Eco-industrial provides a new way of thinking for the sustainable development. Eco-Industrial Park is the carrier of eco-industrial. It is a new industrial park, which based on the concept of circular economy and industrial ecology principles to design and establish. Eco-industrial Park is currently booming development around the world and different areas of china set off the trend of the construction. But for the time of Eco-industrial Park rising not long in China and people's misunderstanding of its construction, there are still many problems in the process of development and construction. Therefore, it is urgent to establish a set of index system which can complete the evaluation of effectiveness of Eco-industrial Park and its core is the ecological and economic benefits of EIP. In theory and practice, it is used to guide the construction and as the basis for the transformation of Eco-industrial Park.The paper based on the national and international studies on Eco-industrial park, and discussed the basic theoretical issues about Eco-industrial park, such as the theoretical basis, meaning, characteristics and content of the research hot spots; furthermore analysed the practice and development of Eco-Industrial Park at home and abroad, based on this, it conducted a comparative study between national and international, and then brought forward some advice for the construction of Eco-industrial Park in china.Taking Xinzhuang Industrial Park for example, the paper decribed and analyzed the condition of natural and socio-economic, municipal services and environmental infrastructure, environmental quality and ecological industry chain.Based on the results of research about evaluation of Eco-industrial park at home and abroad, and combined with the industrial characteristics, current situation of ecological environment, industry orientation in future of Xinzhuang Industrial Park, the paper designed the evaluation index system of the park ecological construction. It includes five areas which are economic development, eco-efficiency, Eco-industrial characteristics, environmental quality and park management. The paper used AHP to determine the weight of each index and adopted standard value scoring method to obtain comprehensive score results, so as to make comprehensively assessment for each system Industrial Park and overall ecological level, which aimed at the existing problems and shortcomings in the course of construction and last proposed some countermeasures for ecological development of Xinzhuang Industrial Park.
