The Research And Application Of Strategical Environmental Assessment Indicator System

With the United Nations Conference on Environment and Development in 1992, the strategy of sustainable development has been universally recognized by all countries in the world.Since then,the strategy of sustainable development has become the highest goal of all kinds of development in our society.Thus,the strategy puts forward new demands for government policy,planning and strategy development plans on all levels.As a result,the formulation and implementation of each strategy must meet the requirements of sustainable development,and help to achieve sustainable development.Strategic Environmental Assessment(SEA) is considered to be one of the most effective way to the implementation of sustainable development.SEA is the application of environmental impact assessment on the strategic level(strategy includes policy,plan and program).It is a systematic and integrated assessment process,which assesses the environmental impact of the policy,program and plan. Domestic and foreign scholars have undertaken extensive research and practice on many aspects of SEA including its concept,principle,procedure,public participation,evaluation methods,Indicator System,etc.However,there do exist some problems such as:the vague job objective,the unclear boundaries in the content of evaluation,the lack of adequate indicators to support the theory,the imperfections of study system and etc in the research and practice of SEA.Beginning with the relationship between SEA and sustainable development,this papers forms a set of environmental sustainable development indicator system,which is suitable for of the strategic environmental impact assessment.The direct objectives of SEA is identified as to promote environmentally sustainable development of the region,where the strategy is implemented.Thus,the core content of SEA is limited to the sustainable use of resources in the regional environmental sustainable development system,the sustainable good eco-environmental quality and the sustainable development of economy and society. These three objectives also serve as the SEA's evaluation criteria in its principle, and provide theoretical support for SEA indicators system.Based on the objectives and evaluation of SEA,this paper sets up the level indicator system,which relys on the driving force - state - response(DSR) model.Based on theoretical research the paper sets up this environmental impact assessment index system,by combining with " the industrial corridor development planning in Cheng Feng,Handan city." The paper determines all levels of indicators by the combining application of Delphi method and AHP method.Finally,it evaluates the indicators according to gray correlation degree and exams the level of sustainable development in the region after the implementation of the strategyThe research and application of the strategic environmental impact assessment index system carried out in this paper will provide theoretical support and valuable experience in the future for the overall planning in this region,and set level for the future work development of the special plans for environmental impact assessment...
