The Study On Some Problems Of SO₂ Emission Tradings In China

The emission tradings based on the total emission control has been moving forward steadily.the relative achievement shows this kind of environment management method will coordinate and improve the relation between the environment protection and economic development.However,as a result of the inplement of emission tradings is confronted with lots of obstacles and defects,the emission tradings has not play the advantage role yet.The paper prepares to take the typical SO₂ emission tradings for example ,conbined with the American successful experiences,and attempts to exert the principles of environmental economics and analysizes Henan province's current status of emission tradings such as the policy and regulation,the scope of implementation,the market trade system,the effectiveness.The paper includes eight chapters, and the contents each chapter is as follows,Chapter 1 ,introduction.This chapter mentions the reserch background and the progress in emission tradings theory,so as to make a preparation for the forward targeted research.futhermore,the paper's rechearch objects and research method is ushered.Chapter 2,the definition of the emission tradings.This chapter use the introduction of emission right and emission tradings defination to get to know the essential contents,and analyses the several environmental management method to highlight the advantages of emission tradings.Chapter 3,the theoretical principle and fundamental principle.The chapter analyzes the related theoretical principle to further elaborate the emission tradings theory, furthurmore,make theoretical guidance through effective implementation.Chapter 4,the implementation experiences of SO₂ emission tradings in USA.As the most successful country in carrying out emission tradings,America's accumulated valuable experiences are worthy to use for reference.Chapter 5,the current situation of SO₂ emission tradings and existing problems based on total emission control in China.The chapter analyzes the current situation of SO₂ emission tradings generally ,and tries to find out the defects in order to put forward the improvement measure.Chapter 6,the present state of SO₂ emission tradings.On the base of analyzing the general SO₂ emission tradings in China,the chapter analyses and focuses on th regional emission tradings by elaborating the present state of SO₂ emission tradings in Henan province.Chapter 7,the proposal of the improvement of the SO₂ emission tradings in Henan.The chapter attempts to seek the improvable aspects for SO₂ emission tradings in Henan based on the theoretical analysis mentioned in the former chapters and the research result in last chapter.Chapter 8,conclustions.The chapter summarizes research results and innovations.
