As the rapid economic and social development of China, large-scale construction of high-speed railways has become an important measure to resolve livelihood issues. With great transport capability and high performance, high-speed railways can both relief the tension of existing lines and enhance the concentrating function and the radiation capacity of cities, strengthening metropolitans' role as central cities and also promoting development and function upgrade of the suburban areas along the lines. Consequently, suburban areas are able to absorb more investment, human and material resources, stimulating the appearance and development of small cities and towns promoting the overall process of urbanization in China, meeting the needs of the building a well-off society.High-speed railways have brought us economic and social benefits, at the same time, their running noise pollution has brought us many relevant environmental problems. To solve these problems, this paper analyzed and compared the common noise assessment indicators and criteria at home and abroad, and proposed the high-speed train noise impact assessment indicators which can fit for our actual situation; and then gave a brief introduce of noise prediction models which mainly used at home and abroad, analyzing and improving their shortages combined with the actual running situation of high-speed train. On the basis of the improved prediction model, this paper developed a noise prediction system which based on .NET platform. This system simulated the real line and showed up its output with graphical form, which achieved rapid processing, analysis and output functions. This system provided an important tool for rapid decision-making, because it has achieved a simulation method for railway noise prediction and evaluation.
