Research On The Reformation Of The Local Environmental Administration System-On The Basis Of Super-ministries Reform

In the report released at the Seventeenth National Congress of the Chinese Communist Party, President Hu Jintao proposed the reform of super-ministries. The report says the country should make great efforts to strengthen the institutional integration, and to explore the implementation of super-ministries with the organic unity of the major functions. The super-ministries system is universally adopted by the governments in the developed countries, which is beneficial to the optimal allocation of the resources. The so-called super-ministries system refers to the integration of the departments which are in charge of the similar affairs. To the greatest extend, the super-ministries system can avoid the interference of the administrative institutions, promote the efficiency of the administrative institutions and decrease the administrative cost. The local environmental administration system is the basis of the national environmental administration system. A scientific and efficient local environmental administration system absolutely contributes to the perfect development of the contemporary environmental administration system, the improvement of the environment and the sustainable development of our country. The proper understanding of the local environmental administration system lays a solid foundation for the implementation of the super-ministries system reform and the performance of the policies related to the harmonious development between environment and economy.In the following paper, from the starting point of the theories related to the local environmental administration system, under the background of super-ministries reform, the author makes an analysis on the issues relevant to the local environmental administration system. The author manages to illustrate in details the main problems in the local environmental administration system at present. Drawing lessons from the advanced experience of the foreign countries, the author makes an effort to quest for the scientific development of the environment based on the fundamental realties of our country, to put forward the concrete approach to solve these problems and to offer specific references for the administrative institutions. This will contribute to the coordination between the central government and the local authorities.In the research, the author adopts the ways of theoretical and empirical analysis. By means of the analysis on a great number of real cases, the author classifies all the cases on hand, to dissect the achievements in our contemporary policies.
