Research On Mode And Stability Of Regional Circular Economy

Traditional industrial development based on resource highly consumed and waste largely discharged. Thought the economic developed rapidly, the environment got damaged. So this development mode was not sustainable. Circular Economy (CE, for short) was put up under this background. CE can make use of resources effectively and reduce the discharge of waste, so it overcomes the disadvantages brought by the traditional economy development. With the lack of resource and energy, and the deterioration of environmental pollution increasingly, developing CE has become an urgent need of 21st century and the most important approach to put the sustainable strategy into practice. The key point to develop CE is to build a mature CE mode and make sure it runs steadily. The present research on this is still in development with little dedication to guiding practice. So, this research selects the CE mode built method and evaluation method of CE stability as main contents at the regional level. Specific studies include: (1) Based on the theory of sustainable development, industrial ecology, ecology, system engineering, and cleaner production, strengthen the comprehension of mode and stability of CE, explore the connotation of mode and stability of CE. (2) Establishing the method to build the regional circular economy mode. Based on the present region investigation, analyzing the advantages and disadvantages of the region, determining the key industry and key enterprises, then through the system integrating and applying into the practice, establishing the regional CE mode on different levels. (3) Establishing the index system and evaluation method of stability of regional CE by the method of Analytic Hierarchy Process (AHP) and Delphi. And applied it into Yantai eco-industrial park, evaluating its stability, thus, put forward the measures to make the regional CE run more steadily according to the disadvantages given by the results of the evaluation.This paper proposed the method of designing the regional CE mode and the index system and evaluate of regional CE stability. It can provide technologic supporting and scientific guarantee to choose effective and stable CE industry chain for enterprises and region and make them gain optimal benefit through their industry chain. It can guide the region to develop CE effectively.
