Xi'an Yanliang National Aviation High-tech Industrial Base is located in Yanliang District which is 50 kilometers away from Xi'an city, the only two surface water within the region, namely Shichuan River and Qing River has already run dry for a long time in the district, There is short of water resources and has poor water quality in underground water, the necessary water used in production and living is gained through the water candle of River Wei, so it is a serious water-short district. Xi'an Yanliang National Aviation High-tech Industrial Base invested 0.175 billion yuan to build "the urban water-supply project of Yanliang", which leads the water in River Hei to Yanliang by way of Xi'an, and helps alleviate the situation of water-supply shortage in regional development, however, the water price is always relatively high. The article aims at the current situation of resources-based water-shortage in the district, in a sewage treatment plant of Yanliang, taking the water followed secondary biological treatment as the raw water, we designed a modal project to refresh the raw water and use it so as to alleviate the shortage of regional water resources and promote the sustainable development of the base.The Xi'an Yanliang National Aviation High-tech Industrial Base sewage Recycle Project has the construction scale of 10000m3/d, and with the service area of 5km2,The total building size gets to 2000m3/d as well as a total service area of 13km2 after finishing the second phase. The reusing water quality not only fits to the relative indicators stipulated in< Recycling of urban sewage water for urban miscellaneous water quality standards>, but also controlled the chromaticity and smell in the water. The reusing water is used in municipal, industrial, toilet-washing and environmental and ecological aspects.Focusing on the feature of the secondary biological treatment in the sewage treatment, Xi'an Yanliang National Aviation High-tech Industrial Base applied two treatment processes which included dispersion ozone flotation and enhanced coagulation in the sewage-reuse system so as to remove the micro-organisms and control the chromaticity and smell in the sewage. The feature of dispersion ozone flotation process aims at connecting Ozonation with effective flotation, which will greatly simplify the treatment process and reduce power consumption; the feature of enhanced coagulation-filtration focuses on strengthening the initial particles'impact with each other to form the density floc by flocs'reciprocating recycle and effective hydraulic mixing, so the treatment's efficiency gets strengthened.The sewage-reuse project occupied 1132.69m2 and a total project investment of 18.9309 million yuan in the first phase, the operational price is 0.56 yuan/m3, and its productive price is 0.85yuan/m3. To operate the project will greatly alleviate the shortage of water resources in the region.
