From Post-Disaster Rescue To Pre-Disaster Contract

In recent years, because of the high-frequency occurrence of natural disasters, disaster mitigation has become a hot but also difficult topic all around the world. Many countries are seeking the right way to mitigate natural disasters. At the same time, China is summing up experience, and trying to improve natural disaster management system.Based on the theories of public goods, multiple participations, and public-private cooperation, this article analyzes the signing procedures and contents of the pre-disaster contract of Tokyo, and also introduces the current situation in China. By comparative analysis, this article is trying to find out the problems of contracting system in Chinese natural disaster management, and then put forward improvement measures.After the above analysis, this article reaches the conclusion that it will be a great help to reduce the natural disasters if enterprises participate in the natural disaster management, and the contracting system is an effective way for their participation. To be specific, government has the responsibility to take measures to reduce disasters, but considering the funds, technology, information and efficiency, the private enterprises can provide better service. So, the government should put itself on the position of manager, and let the private enterprises complete the production.At first, this article introduces the research background. Second, based on the theories of public goods, multiple participations, and public-private cooperation, this article analyzes the signing procedures and contents of the pre-disaster contract of Tokyo, and specifically studies how the Tokyo government takes full advantage of non-government organization by pre-disaster contract.In the third part of this article, the author introduces the current situation of Chinese enterprises participating in the natural disaster management, and after a cooperation with Japan, the author points out the problems of contracting system in Chinese natural disaster management.In the last part, the author puts forward an improvement proposal. First, the government, enterprises and the public should change their mind, and learn the contracting system objectively. At last, the author suggests that the contracting system should be improved in signing procedure and content parts.
