Evaluation Of The Non-use Value Of Biodiversity Based On The Willing-to-pay

Biodiversity provides the basic needs for human, it is an indispensable resource to human survival and development. With the population growing fast and the economic activity increasing frequently, biodiversity is threatened directly and indirectly. The environment resources problem caused by the disappearance of biodiversity is global concerned. Our country has rich biodiversity, but many factors caused the conflict between the development and protection, such as the over population and the economic level in rapid development condition, the factors also make our biodiversity facing serious challenges. To judge the biodiversity reasonable and suitable is the prerequisite of making policy planning to protect biodiversity. As a kind of resources, the value of the biodiversity can be divided into two, use values and non-use value. It is important to research non use value for us. It includes option value, bequest value and existence value.Conditions Value Method (CVM) is an evaluation method that is focus on the resources and environmental economics, it is mainly about asking the willing to pay of people directly when they could protect some resources. This method is mainly thanks to its own flexibility, the extensive applicability and powerful data source ability. This method is mainly due to its flexibility, extensive applicability and strong ability of getting data source. This paper introduces the biodiversity researching progress of biodiversity value domestic and foreign, classifies the biodiversity value assessment method, expounds the basic theory of CVM and the procedure of using, analyzes the influence factors and mechanism about the non-use value of biodiversity. Finally, this paper combines the CVM method with the evaluation of non-use value, tests the method with the empirical case and provides certain theoretical basis for the reasonable protection, exploitation and use of the tourism resources. Making use of the environment resources value classifying and assessing methods system to evaluate the non-use of biodiversity of Longwang hell nature reserve, the results is135,000,000 yuan (RMB). Among them, the option value is about 60,700,000 yuan (RMB), the existence value is about 48,600,000 yuan (RMB),the bequest value is about 25,600,000 yuan (RMB).
