Our country is a reservoir superpower. Reservoir has played and will continue to play a major role in industrial and agricultural production, people's live in urban and water supply. With the development of the society and economy accelerating,and the expediting of the urbanization process, the problems of water quality deterioration and environment come forth increasingly. Reservoir water function is particular. It is an emergent task to carry out water quality security supporting regionalization and water environmental total amount control in reservoir which is satisfied with not only the demands of social economic sustainable development but also the eco-environmental protection and particularity of water reservoir.The paper carried out the discussion on the water quality security supporting regionalization and the water pollution total amount control in reservoir. Water quality security supporting regionalization is in order to maintain water quality as the goal, comprehensively considering of the economy-social-ecological sustainable development. From the natural attribute of function requirement, development and utilization status, combined with the economic and social needs, it identified the function of different water priority, and divided water quality security supporting unit. Then the article chooses three gorges reservoir area as examples. In the water quality security supporting regionalization level, select the appropriate water quality model to calculate pollutant carrying capacity (COD and NH3-N). According to the total amount controlled target and pollutants proposed restrictions for emission cuts plan, this paper gave the measures which combines engineering and non-engineering on protection of water resources of reservoir and research results provide certain scientific basis for reservoir water environmental protection and water pollution.
