Tianjin DongJiao sewage treatment plant is the first secondary treatment plant with the capacity of 40 million tons/day in China. It was built in 1989 and formally put into operation in 1993.Tianjin DongJiao sewage treatment plant undertakes the sewage treatment task of "ZhangGuiZhuang drainage system" and "ZhaoGuLi drainage system" which are among the six major drainage systems in Tianjin.Currently, the outflow of DongJiao sewage treatment plant meets the second-Grade of"Integrated Wastewater Discharge Standard (Tianjin)"(GB8978-1996). The construction unit intends to upgrade the secondary biochemical system of DongJiao sewage treatment plant according to the "Integrated Wastewater Discharge Standard" (DB12/356-2008) in Section 4.1.1.3 of the Act which is issued by Tianjin"the outflow of existing municipal sewage treatment plant should be to reach 'B-standard of first-grade of water pollutant discharge standard' of GB18918 before 31st December 2010, in order to making outflow to reach the'Integrated Wastewater Discharge Standard (Tianjin)'(DB12/356-2008).The upgrading project of DongJiao sewage treatment plant will have different impacts on the environment during the construction and operation, and the existing environmental problems with the project were discussed in this article. We will analyze the present conditions and existing environmental problems of the project and select the environmental impact factor of the construction and operation. This paper are mainly forecasting the environmental impact in noise, atmosphere, water and solid waste aspects of the project during construction and operation and demonstrating the feasibility to the corresponding environmental treatment measures through the analogy investigation and analysis research. It can make the adverse effect of the project to the environmental reduce to the minimum during construction and operation by the implementation of these measures. The results demonstrate that environmental impact during construction is temporary and will decrease after taking treatment measures, and it will come to the end with the end of the construction. The pollutants in the outflow during operation will be further decreased and the odor impact on the surrounding will be lessened, resulting in social and environmental benefits are very significant.This article proposes some constructive solutions for optimized design, reasonable construction and environmental management to ensure that the potential environmental impact of the project will be brought under control reasonably and effectively through reasonable environmental protection measures.
