But after years of extensive mode of economic growth, the problems such as lacking and pollution of water one after another. Among the many serious problems, water pollution is one of the prominent environment problems. In today’s world, lots of seas, rivers, lakes, and underground water in many countries and nations are polluted. Now, seven major basins in our country are all facing serious pollution problem. Tianjin as the economic center of North China, located in the entrance of the Haihe River, the industrialization and urbanization increased the human population explosion, the water shortage is expanding, the water pollution control situation is not optimistic.The article basic on the water resources distribution, water pollution situation, cause of it and the harm of Tianjin, use the water resource monitoring data of Haihe river basin and center city of Tianjin, analysis the situation and cause of water pollution, comb the legislative situation of water pollution control, discuss the legislative of water pollution control in the city, analysis the necessity of laws and the deficiency currently, elaborates the deficiency of local regulations, legal tribulation problems. Conclude following deficiency of legislative problem for water pollution control, legislate incompletely, lack of core laws, less punishment and irrational management systemAccording to some deficiencies of current legislation of water pollution prevention, the author will comb the current legal system of urban water pollution prevention and control of relevant systems, as well as take example by the advanced experience of prevention and control of water pollution of the United States, Japan and other developed countries. Based on the statutory situation of water pollution control, water environment management in Tianjin, the author will also point out the shortage of these statutes, which can speed up the legislative process and can help to strengthen the protection of water environment in Tianjin. Most importantly, it can alleviate the situation of shortage of water resources combined with the environment pollution.To improve the urban water pollution prevention law, the author consulted a large number of literature material and she will draw lessons from the domestic and foreign advanced management experience. The article also puts forward the suggestions on the water pollution prevention and control work to strengthen the civil and criminal liability, government accountability main body responsibility, and to strengthen the public environmental right to know, participate in targeted. Combing the current law system and analyzing administrative regulations, local regulations and detailed rules for implementation will perfect legal system, guide the urban water pollution prevention, specify the responsibility of control work, and coordinate different departments. |
