With the progress of science and social development, the world is faced with the energy shortage, environmental degradation and other problems. The need of energy saving and emission reduction is also strengthened in "Twelfth Five-Year Plan" of China. Especially for the thermal power industry, the situation of pollution and waste of resources always exist. Therefore, at the same time of guarantying the efficiency of production, how to enhance the quality of the fuel combustion, to increase the fuel utilization and to reduce the discharge of pollutants, it has become the important link for the production of the thermal power factory.As the product of adaptive control, GPC is suitable for the time delay plant and non-minimum phase systems. It not only keeps the characteristics of adaptive control, but also has the characteristics of multi-step prediction, rolling horizon optimization, feedback, excellent tracking properties and low requirements for the accuracy of model. In industrial control, especially for the complex industrial control objects, the algorithm has the important research significance. But it is a long computing time for large numbers of operations for Diophantine equations. So an improved algorithm of Generalized Predictive Control called staged GPC is introduced in this paper. The theory of the algorithm is given and the performance of system on varies control parameters is analyzed.In order to confirm excellent and practical of the algorithm, Primary Air of Air system is introduced and its mathematical model is established in the paper. The effects of control loop and control policy is analyzed. According to design the hardware and the software, the design of staged GPC controller based on DSP for Primary Air is achieved. Finally, by the simulation on the Matlab, compared with the result of PID, the result shows that the control system can trace the specified values swiftly when step disturbance appears. It not only well displays higher accuracy of control, rapidity and immunity, but also has good practical value.
