Presently, overseas training in Shanghai municipal hospitals is gradually developing maturely. Most of the hospitals have built up cooperative training unit abroad and furthered the collaboration with their overseas partners. Even some of them have fastened the cooperative relationship by ways of signing Memorandum of Understanding and concluding the treaty as brother-hospitals.For the sake of the scarcity of overseas training opportunity, the acquirement of this resource must be a competitive process. Therefore, the medical staff who are expecting more promotion will focus on the election standard proposed by their hospital on training abroad. When it comes to them that this standard has been out of date according to the modern management theories, all kinds of problems will appear obviously. Meanwhile, as a large expenditure, overseas training in hospitals is necessary to use effective tools for the conduction of profit assessment.Theories of Staff Training, Human Capital, Selection of Talented Persons, Assessment of Training Effect and Comprehensive Assessment with Multi-Index has opened a window to the author and helped her to find the necessity and feasible ways for the research.The author described the status quo of staff selection and effect assessment of overseas training in hospitals by theories interacted with practice, pointed out the relatively obvious problems and analyzed the main contributing factors.After that, based on the practical experience from the enterprise cases, the author tried to optimize the staff selection of overseas training by establishing a new model for that issue, with the guidance of Comprehensive Assessment with Multi-Index Theory. At the same time, the author also tried to optimize the effect assessment of overseas training by establishing a new model for that issue, with the guidance of Kirkpatrick Model. It is expected that these models will be able to serve the policymakers as useful tools to solve the problems above.
