Research On The Problems And Countermeasures Of Public Hospital Reform In China

Due to uneven high quality medical resources, we must face the problem that it is difficultand expensive to see a doctor in current China’s health system reform. In the progress of medicalsystem reform, the public hospitals need to meet new requirements from the country. As a pilotcity of Shandong province, Dongying is finding a way to improve the current situation.Dongying government cooperated with Shandong Provincial Hospital to develop DongyingPeople’s Hospital and integrate the municipal medical originations, which make sure high qualityresources be used maximally and meet people’s medical requirement. This success is not onlybeneficial to local people but take one good example for provincial hospitals and even fornational public hospitals.The purpose of this article is to research and analyzes Dongying People’s Hospital medicalreform. There are five parts: the first part introduces the significance the research, the analysismindset; the second part introduces the definitions of public hospital, public welfare, and studythe reform by the theory tools, such as social security, public products, government responsibility;the third part describes the reform procedures and main problems arising. Those problems areuneven distribution of medical resources, the structure needing to be enhanced, shortage ofwelfare objectives, profit orientation, poor management mechanism, low efficiency, medicalbudget out of control, questions on expensive cost from patients; the fourth part describes thesuccessfully finds during the reform and introduces the reform process, actions, results, and thereason and importance of reform; the fifth part proposes the suggestions how to enhance thereform.
