The continuing professional education (CPE), which is an expanded section in the adult education, is an important section of the education throughout life It symbolizes the development of a nation's economy, technology and education Great importance has constantly been attached to CPE among the medical personnel Through decades' endeavors the continuing medical education (CME) has developed into a mature period, making creative contributions to the perfection of knowledge structures, the improvement of the rational frame of different degrees of education and the progress of integrating abilities In 1997 the General Political Department and the General Logistics Department issued "The temporary provision on continuing medical education in CPLA" In 1998 another two documents, namely, "Item managing method for continuing medical education in CPLA" and "Credit hour managing method of continuing medical education in CPLA" (shortened as "one regulation and two methods) were issued in the light of ensuring the strategic status of the continuing medical education in the modernization of the army All the documents serve to realize the conversion from the quantity oriented model to the quality oriented model and play a specific role in changing the manpower density type into the technology density type The vitality and sustainability of the continuing medical education are rooted in the educational quality and effect It is vitally important to establish an evaluation index and implementation system This article, for the purpose of reaching the proposed aim, has established a complete and scientific system by adopting Delphi method This system is composed of three grades with different items, i e four items in the first grade, nine in the second and 33 in the third with four marks according to the relevant contents To guarantee the reliability of the system necessary data are provided on the basis of the facts...
