The Research Of Method To Evaluate The Inequity Of Health

Health resource is a part of social resource and the base of all health activities of mankind. Whether the allocation and utilization of health resource is reasonable and whether the potential of health resource is exerted fully are related to the development of health cause. Health resource is limited, but the requirement of health service is infinite, Nowadays, how to make good use of limited health resource to provide mankind with effective and reasonable and equitable health service to achieve promotion of health, prevention and treatment of diseases, and improvement of health care, is a popular subject. To evaluate the inequity of health is a effective method to make sure whether the allocation and utilization of health resource are reasonable. Because the issue of the inequity of health is related to many aspects including economy, politics, culture, morality and so on, so it is necessary to use multivariate statistical model to evaluate the inequity of health. The traditional methods to evaluate the inequity of health such as Range, Gini coefficient and Lorenz curve, Index of dissimilarity, The concentration index are all methods using one cause variable——economy to evaluate the relationship between economy and the inequity of health. Because the inequity of health is affected by a lot of variables, so the results of one variable statistical models inevitably have bias and limits. Based on the sampling survey of health service from ChongQing city in 2000,the inequity of health was firstly evaluated by one variable statistical models. After analysing the merits and shortcomings of one variable statistical models, the establishment of themultivariate statistical model was based on the best one variable statistical model——The concentration index. Briefly, after finding out the outcome variable and the cause variables which caused the inequity of health, the concentration indexes of each cause variable and outcome variable were calculated. Then the concentration indexes were weighted according to the effect of each cause variable on outcome variable. At last, the comprehensive index——the index of the inequity of health was calculated by adding up the weighted concentration indexes. The index of the inequity of health is a multivariate statistical model and which reflect not only the relationship between income and the inequity of health, but also the effect of some other variables such as culture, population and region on the inequity of health, so it make up the deficiency of one variable methods. Our research using the index of the inequity of health to analyse the health service data of 2000 from ChongQing City proved that the this method has not only a simple calculation but also a reliable result, and can be used to objectively evaluate the status of the inequity of health in regions. The index of the inequity of health is helpful to allocate the health resource and lead the reform of health cause, and is a good health statistics method.
