Strategic Research On The Transition Of Enterprise-run Medical Organizations To Community Health Service

With the development of economy and the improvement of living standards, people's demands for medical and health service have also been increased. The urban construction and the reformation progresses made in the urban medical and health system reveal a lot of drawbacks in our country, such as unreasonable assignment of medical materials, coexistence of waste and scarcity and incapability of meeting people's various medical and health demands. While at the same time, community health service takes its own advantages to provide good primary medical care for people. As an important means to ensure " Everybody enjoys health", community service has achieved a lot for people. In order to reduce the medical expense and improve the medical care quality, "The Resolution of the Public Health Reform and Development" was drew up in 1997 by the Central Committee of the Communist Party of China and the State Council. The resolution indicates the current health service system should be reformed and the community health Service should be developed. In medicine and health work, the stress is to reform the current health service system and gradually establish well-functioned health care network convenient for people.At present, there are many enterprises-run medical organizations, which have been established under the planned economy system. Due to the less investment of funds, behindhand notion, narrow and simple form service, this type of medicalorganizations hasn't established a reasonable compensatory fund-investing mechanism. Therefore, these medical organizations are facing many difficulties, such as shortage of funds, backwardequipments, scarcity of personnel with ability. They are in an inferior position in the highly competitive medical and health market. Meanwhile, the advancements of the reform of the state-owned enterprises require the detachment of socialization of its medical organization. Where to go and how to survive and develop are the two great problems to the enterprises-run medical organizations.On the basis of analyses of Chinese medial and care service and the current state of the community health service home and abroad, this thesis proposes an orientation and a development goal for this type of medical organizations, that is, transition to community health service. This thesis not only sets up a sustainable development goal for community health service, but also designs an operational and compensatory mode in view of the medical service profit chain. For the purpose of smooth transition to community health services, this paper provides practical schemes for the enterprises-run medical organizations on service variety design, service quality management, service marketing and the establishment of cooperative and competitive relationship with the general hospitals and medical insurance organizations. This article is of great importance in practice as well as in theory.
