Study On Modes Of The Individual Premium Collection In New Rural Cooperative Medical System

Objective In order to provide good evidences of normalizing New Cooperative Medical System farmer individual financing modes and making instructive proposal for China Government, information from New Cooperative Medical System farmer individual financing modes was investigated and eligible farmer individual financing modes were explored. Methods Farmer individual financing modes in first trial counties were investigated by posted questionnaires designed by the researchers and experts,and typical surveys were made by individual interview,group discussion and home questionnaires in the whole country,and based on the cross-sectional investigation on farmer individual financing modes. Results Distribution of farmer individual financing modes, financing level, financing time, financing difficulties were analyzed in 151 sampled counties.Among 7 kinds of farmer individual financing modes in 151 trial counties there were summarized by collecting capital in farmers' home, collecting capital after farmers submitting an expense account, and entrust collecting capital. Collecting capital in farmers' home is current primary mode, fanner individual financing modes are increasingly developing to pluralism. Financing costs and difficulties descended to some extent,financing time trended to the 3rd and 4th season.Financing level of the east areas obviously are higher than that of the west areas.Compared with collecting capital in farmers' home, financing costs were cut down to collecting capital after farmers submitting an expense account and entrust collecting capital,but premise condition limited collecting capital after farmers submitting an expense account and entrust collecting capital.
