This paper gave systematic and synthetic analysis on the problem which way the public of Tianjin City choose to parturition. It explored the serious degree, loss and reason result from the immoderate increasing caesarean birth rate, put forward relevant interfering policy and measurements, and provided the worthy consulting on how to resolve the problem of immoderate increasing caesarean birth rate in tianjin even all through our country.This paper firstly analysed the present condition of caesarean birth rate in Tianjin, then proceeded forecast on the development trend in the near future. Point that if the government did not take the intervene measures, Tianjin's Caesarean Birth Rate is raising continuously so as to make great waste and loss on the medical resource and health lost. Taking use of the principle-agent theories, it produced the analysis on the reason of immoderate increasing caesarean birth rate. Clarify the reason for the raising of the present caesarean birth rate is that the parturition service is incomplete and the price for the parturition is unscientific to make the medical institution to make the choice that's not good for the patients. After that, taking use of the Pareto improvement theories, it put forward the policy and measurements to resolve such a problem synthetically, to provide better health service for the population at the basis that to make the government to make full use of the medical resource and reduce the medical cost.
