A Study On Medical Education Administrative Systemetic Reform Of Comprehensive University In Comparative Perspective

Since 1992, China began a reform in the administrative system of higher education, and explored various ways of reform with concerted construction, adjustment, cooperation and merging as its main form. Especially as a result of merging, a group of comprehensive universities came into being. The new Jilin university was founded on June 12th, 2000, which incorporated the former Jilin University, Jilin University of Technology, Norman Bethune University of Medical Sciences, Changchun University of Science and Technology and Changchun Institute of Posts and Telecommunications. Then, with the merging of the former PLA Quartermaster University on August 29th, 2004, it has so far become the largest university in China. The newly consolidated Jilin University covers a wide range of academic disciplines, and thus provides an unprecedented opportunity for the development of medical education. In turn, medical education also plays an important role in promoting the enhancement of the university's strength. However, we reasonably believe that Jilin University hasn't form a clear picture of how to promote the enhancement of strength with the help of rapid development of university's advantages. What's worse, lacking the knowledge of operative principles and specialties of medical education, Jilin University adopted the two-tier management system and operation mechanism in medical education similar to that of other disciplines. Hence the establishment of repeated and decentralized medical disciplines and specialties. Therefore, it is crucial to make a comprehensive study concerning management system of medical education at universities both at home and abroad, to explore their common laws and developmental trends, and to propose a new management system based on current situation of Jilin university.The thesis employs the basic theories of modern management, that is, decentralized authority and the Flat Organizational Structure Management, with the purpose to arouse enthusiasm , improve management efficiency, and reduce the management cost. The thesis also combines theory and practice, using analytic, comparative, synthetic and inductive tools. After examining a large number of relevant materials both in China and the west, the thesis proposes a basic reform program on the reform in management system of medical education in Jilin University.The thesis consists of four chapters. The first analyzes the realities and problems in management system of medical education in Jilin University. The second generizes five characteristic features of management system of medical education in the foreign universities: (1) College of medicine is the secondary unit within a university with a comparatively independent management system. (2) There are three modes of management system of medical education in universities: centralized management, partially centralized management, and decentralized management. The latter two are mostly adopted. (3) College of medicine employs centralized management on teaching and research organizations such as basic medicine colleges, including medical teaching, academic research, international communication, and Personnel recruitment. (4) College of medicine adopts pluralistic administration on its affiliated hospitals. (5) Management system of medical education in foreign universities are under adjustment and reform. And its trend is to benefit the development of medicine discipline, medical treatment and teaching quality. The third chapter sums up the five features of management system reform in Chinese universities: (1) integrated education, (2) elite education, (3) long-academic-year education, (4) enforced and practical education, and (5) high investment education. Chapter 4 proposes the basic programs for the reform in management system of medical education in Jilin University: large-scale college of medicine and small-scale college of medicine. And then a comparative analysis is made between the two programs.In brief, the purpose of reform in management system of medical education is to manage the university with low cost, high efficiency, high profits and the high quality talented faculty in medicine. Through the reform in management system of medical education in Jilin University, comprehensive strength of medicine discipline can be enhanced; the combination of medicine and other related disciplines can be achieved; new disciplinary rise and advantageous research field can be developed; the quality of talented faculty in medicine can be cultivated; corresponding educational system can be established; state-funded or locally funded research programs, scientific papers can be ranked to the top within China; medical and health service can be deep rooted in Jilin Province; and nation-wide preventive health care, medical treatment, complicated disease consultation centers can be available.
