The purpose of this study is to improve the qualities of teaching materials of military medical university. Part one, on the bases of defining the concepts such as teaching materials, regulation, regulation of teaching materials adoption and evaluation tools, we analyzed the current situation of teaching materials adoption and research home and abroad. Part two, we drafted the essential constituents of teaching materials adoption regulation and the construct of evaluation tools including evaluation tables in terms of teaching materials adoption and post-use of teaching materials directed by the guideline (the training objectives for military medical university students). During this phase, we used the system theory and the total quality control theory for reference, and applied the principles of scientificalness, flexibility, simpleness, and development. Part three, we demonstrated and established the regulation and the evaluation tools through brain storm method and Delphi method. Lastly, we discussed a few questions about teaching materials construction, such as updating the conception of teaching materials construction, perfecting the mechanisms construction and the development of teaching material research, aiming at improving teaching materials construction of higher education and the quality of teaching materials.
