Research On Current Conditions Of Worker's Cooperative Medicare Mechanism In Ningbo

In the latest few years, Chinese medical insurance system has become the subject ofcriticism, especially for its high expense. Abnormally increasing cost, low investment formgovernment and insufficient mechanism combine to make it hard for individuals to afford medicalservices. This problem has drawn wide attention from the whole society as well as the government,who is striving to handle it. However, effective policies and solution have not yet appeared. A newmechanism, workers' cooperative medical insurance system, was brought into practice byFederation of Trade Union of Ningbo in 2003. This thesis, from the perspective of publicadministration and public economics, analysis major problems and put forward some suggestionson the basis of present practice in Ningbo. It includes following parts:The first part is a chronicle of the previous studies, a summary of existing four types ofmedical insurance and an introduction of three stages of reform in medical insurance fieldincluded.In the following part, the present conditions of workers' cooperative medical insurancesystem is given great attention, with revenues and expenditures illustrated by charts from differentdepartments and regions in Ningbo.In the third part, problems that has popped up in practice are discussed from the perspectiveof government, such as: reform of public health system does not go well with cooperative medicalinsurance system; the coverage of the insurance system is still limited; market mechanism is out oforder because of moral risk in medical services; fund for retired workors is far from sufficient;have Matthew Effect; valid interest-guarantee mechanism is absent; policies guiding cooperativemedical insurance are changeable.In the last part, the author bring forward some suggestion according to the existing problemin the experimental practice in Ningbo: clarify government's responsibility and optimize its work;accelerate legislation in the field; build multiple medical insurance systems; avoid payment fromthe third party to ensure fine function of market mechanism; set up scientific evaluation system;establish interest-guarantee mechanism in medical fund investment.
