During 1980s, with the reformation of rural economic system and the disassembly of the traditional rural cooperative health care system, the peasants in our country lost their basic medical security and rural health condition became one of the biggest problems in China's modernization development. In order to improve the rural medical condition and relieve the burden that illness brought to the rural households, our government begun to carry out the New Rural Cooperative Medical System since 2003. In past five years, the framework of our country's New Rural Cooperative Medical System has primarily formed and its security function has gained the initial effect, which relieved the farmer's pressure to go back into poverty because of diseases, but this system still has some urgent problems need to be solved.This paper starts from the quasi-public goods character of rural medical service, within the research of the development process of the Rural Cooperative Medical System and an analysis to the running result of the experimental Rural Cooperative Medical System in Changzhi of Shanxi province. It affirms the effects of New Rural Cooperative Medical System and finds the problems and the specific reasons which result in the New Rural Cooperative Medical System's problems. Finally, this paper brings forward the suggestions on optimizing the sustainable development of the New Rural Cooperative Medical Systems.This paper unifies New Rural Cooperative Medical System with Traditional Rural Cooperative Medical System rather than considers it in isolation and has emphasized both the quantitative analysis and the qualitative analysis of experimental place. In addition, its main research contents focus on the new problem of New Rural Cooperative Medical System and its suggestion based not only on theory but also practice.
