China's rural health care system is an extension of the dual social structure, and is the imbalance coexists of both the dual social structure and unified medical market of urban and rural areas. The dual social structure of urban and rural led directly to large gap of the urban and rural resident's incomes. However, the medical market is unified, and the price of medical and pharmaceuticals are based on the city's standard-setting. Not only farmers cannot receive medical care, but also it seriously hindered the possibility of establishment of rural health care. It's hard to achieve optimal allocation of resources and maximize social welfare just rely on the market mechanism; the government should supply the rural health care service.This paper considers that the fiscal support plays an important role in improving China's rural health care levels. Under the current dual socio-economic structure, the government's fiscal expenditure on rural health areas in total, structure and efficiency are all areas that need improvement. The fiscal support is to improve the equity and efficiency of rural health care, establish a diversified, multi-level rural health care security system. During this process, it need to reposition financial functions in the reform of rural health care, to play the redistribution functions, and reduce the gap in enjoying health services of urban and rural residents, and promoting rural economic development.This paper is divided into five parts: The first part of study introduces the background and significance, the situation at home and abroad, and the framework and ideas of this research. The second part is overview of fiscal support China's rural health care, the first, it introduce the public goods character of the rural health care, and is the theoretical basis of fiscal support rural health care. Second, it introduces the scope of rural health research and the definition of the concept of fiscal support. The third part of the paper analysis the total and structure of fiscal expenditure on rural health care, and do empirical analysis the performance of fiscal support rural health care, the issues of fiscal support rural medical and it's implications on the rural health care performance. The fourth part analysis causes of the problems of financial support rural health from the three areas. The fifth part is the choice of policy and the target orientation of financial support rural health on the basis of the earlier chapters.
