In 2000, the number of the aged above 65 years old in our country amounted to 6.96 percent of the total population, marking that the country has become one of the aging countries in the world. Meanwhile, various related problems also came into being and the most prominent is long term care of the aged.Such long-term care can be done either by their relatives voluntarily or by other people or institutes by payment. With the development of the times, more and more factors have made it difficult for family members to spare enough time and energy to take care of their aged relatives, while long term care services is quite expensive, so a kind of social security mechanism should be built to compensate or transfer the expenses of long term care.At present, our social security system is still in its primary stage. So we should explore various means such as social insurance, commercial insurance, self-help to build up long term care security system with Chinese characteristics to relief the pressure it has brought to the society.The article suggests its solutions to the construction of long term care security system in our country by analyzing factors affecting it and referring to the experience of other advanced countries in this field. We should carry out different policies based on actual conditions of various areas. In the areas with primary social security system, we can carry out compulsory long-term care insurance system. In the areas with relatively advanced economy, we can carry out compulsory and commercial long-term care insurance simultaneously, while in the areas which now have no capacity to build social security system, we can take other measures such as community health care.Chapter 1 and 2 focuses on the general situation of long-term care for the aged and the reason for great need. Chapter 3 gives analysis on the insufficiency of such care services and mainly on the issues of the fund. Chapter 4 and 5 suggest the general idea and the measures for the building up of the aged long-term care system from two aspects that is and service supply.
