Research On The Mechanism Of Raising The Funds Of The New Type Of Rural Cooperative Medical Service System In Developed Region

Raising funds is a premise and basis that the new type of rural cooperative medical service carries out.Depends on economic strength and the collective economy basis, the developed regions have resolved problem of financing of the cooperative medical care mainly. The thesis takes Chang Shu as case.By issuing questionnaires, interviews, and other ways to collect second-hand information to understand the farmers income situation, the wishes of the new type of rural cooperative medical service pilot awareness, and economic conditions and cooperative medical compensation system,and analysing various existence problem objectively.Applying justice theory and public goods theory to expound and prove the government`s obligations to rural area medical security are inescapable; applying public choice theory to explain some of the enthusiasm of farmers not insured, policy interpretation is not in place, financing of a single standard can not meet the requirements of farmers and other issues.Through building-up financing lead mechanism,financing mechanism be institutionalized,funding sources diversification, building-up multilevel financing standard and so on idea to build suitable financing mechanism for the new type of rural cooperative medical service of the developed.
