ObjectiveTo investigate the current status of hospital information system(HIS) construction and explore the factors which impact the development of HIS construction in Wuhan and analyze the problems raised in the process HIS construction, in order to establish related countermeasure and standardization for future plan of HIS construction and accelerate the adoption and the utilisation of HIS in Wuhan.MethodThis investigation consisted of two parts, which were questionnaire and interviews.1.Questionnaire: We designed the Questionnaire of Hospital Information System Construction in Wuhan, 78 hospitals were selected by Stratified Randomization Sampling. Then we collected the basic data of hospital information system construction and the attitude and cognition of hospital leaders about HIS in our country and data were analyzed by using statistical software.2 Interviews: 78 hospitals were divided into 7 types which were provincial-minister hospital, municipal hospital, district hospital, special hospital, worker's hospital, military hospital, civilian-running hospital based on classification. 52 hopitals had feedback information, Informatics workers and leaders of 16 hospitals from 7 types hospitals received interviewed in depth.Results1. 52 questionnaires were fed back with the recovery rate of 66.7%. The results showed that the investment of hardware accounted for 72.9% of the total expenditure of HIS construction. The expense of hospital information system construction accounted for 0.54% of amount of business per year. 71.43% of the hospitals have established specialized information department. 53.33% of the hospital spent less than 5% on the information security. 72.55% of the hospitals haven't network-library.2.The construction and application at HIS subsystems of the hospitals was difference each other. The utilities of the websites of hospitals stayed mainly on information release and propaganda. The cognitions of the executives in charge of HIS construction ranged more different levels.3. By in-depth interview, it was found that the major problems in HIS construction in our country were lack of unified standards which became a bottlenech to utilize and improve health informatics, lack of mid-long stage construction plan, the lag of legislation about hospital information system, shortage of construction fund, the cognition bias and concept confusion in some leader in hospital on HIS, the shortage of human resource and technique on HIS.ConclusionThe HIS construction was at preliminary stage and the consideration and concern of executives on HIS construction were far from enough in Wuhan. Informatics has the potential to play an important role in Wuhan's healthcare reform process and HIS were the basis for the information sharing and interoperability in hosptal. Governments and leaders of hospitals should realized the importance of HIS construction and take the initiatives in trying to solve the problem of lacking fund and technique in the HIS construction, but much work still needs to be done.The legislation of hospital information should be established. The government should invested fund to support the HIS construction for basic-level hospitals. The administration should set up the management department for hospital information construction and speed up the establishment of unified standards according to the regional situation. It should make the long-term plans and construction criteria. It also should strengthen the supervision, management, guidance and service about HIS construction. The communication and coordination with the medical insurance and commodity pricing departments should be strengthened. The executives of the hospitals should pay more attention to the HIS construction. The related policy should be made to elevate the position of information department, raise the salary of the technique staff and strengthen the construction of manpower.
