Among the tests conducted at selected points, the fund raising pattern is the premise and basis of carrying out the new pattern of countryside cooperative medical treatment, which is of vital importance to the scale, rate of taking part in the cooperation and coverage of the fund for countryside cooperative medical treatment. This thesis uses the Public Products Theory, Welfare Economy Theory and medical treatment insurance exact calculation method, uses the experiences of home and abroad countryside cooperative medical treatment and in the light of the specific state of cooperative medical treatment implement. By constructing pluralistic fund raising channels, scientific fund raising standards, native fund raising means and systematic fund raising process, the "four in one" new pattern of raising fund for countryside cooperative medical treatment is put forward as well as some policy advice for later continuous development of raising fund for countryside cooperative medical treatment. The whole thesis is divided into four main parts.The first part defines and introduces the related concepts and theories. Public Products Theory is used to analyze the type and characteristics of the public property of countryside medical treatment products. Welfare Economy Social guarantees theory is used to distinguish the differences between different areas. Health insurance theory is used to analyze two advantages of collective insurance compared with individual insurance. One is it is a scale economy, the other is it can avoid counter choice.The second part is about the practical research on the fund raising of countryside cooperative medical treatment. First, the history of fund raising of China countryside cooperative medical treatment is introduced, practically analyzed some existing problems during operation, such as: limited investment of local finance, the backward fund raising method, the low level of fund raising, principle of "voluntary participation" and "counter choice", the conflict between limited fund raising and limitless demand for medical treatment, etc. Then, the reform experience of developing countries' countryside medical treatment guarantee system is introduced as well as the revelations to China. In addition to the government's great support and investment and the active participation of farmers, to build countryside medical treatment guarantee system in developing countries needs to encourage the participation of enterprises in towns, collective economy, community economy, charitable organizations and foreign organizations as well. To take the participation of many parties into consideration, especially introducing non-profitable organization, will benefit constructing the new pattern of raising fund for countryside cooperative medical treatment, even benefit the reform of the whole social guarantee system.The third part is about the research of constructing new pattern of raising fund for countryside cooperative medical treatment. This is the core part of this thesis. In order to construct "four in one", new pattern of raising fund for countryside cooperative medical treatment system, first, construct pluralistic fund raising channels, that is, widen the main channel of fund raising, find new fund raising channel and pay attention to dual-direction investment channels. Second, construct scientific fund raising standards. After introducing the two basic ways of calculating cooperative medical treatment fund, try to scientifically determine the ratio construction of fund raising standards, to distinguish fund raising standards' local differences and carry out the present fund raising standards according to different circumstances. Third, construct native fund raising means, that is, summarized the five kinds of fund raising methods all over the world and put forward that we should build fund raising methods suitable for China countryside medical services. Fourth, systematic fund raising process, that is, propaganda and education of fund raising, the construction of countryside medical service system, the management and superintendent of fund raising and the systematization of medical treatment poverty help.The last part of this thesis is about the summarization and suggestions for the system of new pattern of raising fund for countryside cooperative medical treatment. And some policy suggestions have been put forward for the continuous development of future fund raising for countryside cooperative medical treatment. The study of this thesis is helpful to solve farmers' "poverty and returning to poverty caused by diseases step by step and to build a new pattern of countryside cooperative medical treatment and health system. It has certain theoretical significance and practical significance as well.
