BACKGROUND Food additives are chemical compounds or natural materials which were added to the food to improve quality , color , fragment or flavor to the food and to preserve it. With the development of the food industry, the food additives are used more widely and more frequently in the producing progress. Now there are 5 types and 60 kinds food additives which were applied by food producing industries in Dezhou City. But there are many non-standard behaviors in the use of additives in food industries of Dezhou city. In order to pursue profits, some producers abuse additives to make the food satisfied with the customers, rather than consider their health; some may use additives to cover the rotten food, others make wrong propaganda to mislead the customers to have wrong views towards the food additives. It's becoming a very important link to use and treat additives correctly towards food security.The standards and inspecting methods in our country are relatively backward, as the various additives and the new ones comes out on and on, many additives are forbidden in foreign countries. As to the certified 2100 additives, some have no national standards, some lack of limitation standards and related testing standards. At present, the local hygienic supervision departments only pay attention to the indicators of micro-organism and heavy mental, ignored the test of the food additives, leading to the serious occurrence of the "false qualified phenomenon", The local Disease Prevention and Control Center owning to the limitation of experimental in equipments, Reagents, methods can test only a few food additives, which also give opportunities to the illegal food providers. So attaching importance to the supervision of the food additives can play a very important roles in the food security.PURPOSE OF RESEARCH The subject does a comprehensive research on the current use of food additives in food industries of Dezhou city. It provides scientific proof for supervising industries reasonably, through analyzing the findings and providing managing measures to the hygienic problems, and guides the enterprises to use additives reasonably and safely.Further more, it leads a correct concept to the customers of the food additives to provide advantageous guarantee to the food and drink, security of the customers, and offers reliable information for governmental decisions.MATERIAL AND METHODS The survey method we used is general investigation which were based on the principle of "no one is an exception in the law". It makes original research on the target enterprises to gain the general material of the research objects.Basing on the 4 kinds of food producing(such as meat, seasoning, cold-drinks, grain)with the help of net-technology and statistics and analysis software ,it evaluates the effect of the safe usage of additive and the supervision tactics of abusing additives.MAIN RESULTS Altogether, this research bases on 317 food enterprises, including 166 meat enterprises,9 seasoning ones,26 cold-drinking ones, and 116 grain producing ones. 551 different kinds of food were investigated,407 qualified, 144 unqualified, the general ratio of qualification is 75.14%.In the second phase of the research, seasoning producing industries serving as target enterprises have been investigated in terms of every process of the usage of food additives under the guidance of HACCP theory.CONCLUSIONS AND SUGGESTIONS The survey shows that as the consumers' consciousness of law increases, as the intensity of self-discipline level of productive industry raises, the quality of various food maintains a relatively high level in general. Nevertheless, the utility circumstances of the food additives are still left much room to be desired. The abuse of preserving additives and color additives is still very serious. Moreover, users of food additives grasp little knowledge concerning the safety condition of food, and scarcely pay due attention to its safety condition. Therefore, training courses should be introduced to staff in food industry, especially to those who are managers of middle and small business, to improve their consciousness of food safety. Put a higher stricter requirement on those who are intended to start a middle or small-sized food productive business; set regulations on those qualified middle-sized industrial enterprises, and get rid of those inferior small businesses with poor hygienic conditions and infrastructures. Last, the supervision department should intensify the management and guidance toward food productive industry, thus the ill-qualified food and additives will be hard to enter into markets. Meanwhile, the hygiene standards on food additives are supposed to be perfected as soon as possible, the food additives should be lied as regular testing project in standard experiment rooms, and the supervision towards food additives are assumed to be intensified.
