| Chinese Medical Doctor Association established under the new situation that China entry into WTO and the reform of the Medical and health undertakings is deepened. China is now in the social transition period when there are sorts of problems that cause constant medical dispute which has become a big issue of the whole community. Many doctors expressed dissatisfaction with the practicing environment. In this status quo, according to the "People's Republic of China Medical Practitioners law", the Chinese Medical Doctor Association announced its establishment in January 9, 2002. As a family of doctors, Association represent the fundamental interests of doctors industry, with special emphasis on safeguarding the legitimate rights and interests of doctors groups. Since its establishment, Chinese Medical Doctor Association has carried out a lot of work to maintain the doctors' rights and interests. But Looking at the medical environment in recent years, relationship between the patients and doctors is still tense and doctors' rights are not protected efficiently.Therefore, in this paper, the author using the method of literature analysis, questionnaire investigation, interviews, to study the work carried out by Association, and thus raise a new strategy of safeguarding doctors' rights ~ to strengthen self-discipline. The author believes that, by the view of professional administration, concentrating more on protecting doctors' rights and interests than the professional self-discipline is the reason why Association didn't do it efficiently. Only strengthening doctors self-discipline can effectively safeguard their interests. On this basis, the author explains the necessity and effectiveness of the "strengthening professional self-regulation" in abstract, and meanwhile, combines the international status quo of to further indicate that the majority of the developed countries have established a relatively sound doctors' professional self-discipline system by which they can make the industry a stable and healthy development.On this basis, the author takes a "knowledge of professional self-discipline investigation," to 462 doctors in Jinan City and other cities surrounding it. The data showed that the majority of doctors willing to be administrated by their own association, and approve the "professional self-discipline", furthermore, some doctors also put forward their own proposals to the association. Combining the interview with Jinan Medical Doctor Association, the author analysis the current problems in professional self-discipline: too much government intervention, the Association functions not in place; the fund is not enough; lack of the experience of professional self-discipline.In view of these problems and difficulties, the author through literature analysis and foreign advanced professional administration experiences, introduce the measures to improving the functions of our Association: government transfer the relevant functions to the Associations, and gradually perfecting the relevant laws, regulations; associations pay more attention to its own building and gradually expand the influence of the Association ; contribute multi-channel to find funds; probe the appropriate experience to develop a professional self-discipline system in China. |
