Research On "Off-Farm Works" Medical Guaranter Situation And Willing

At present there are about 100 million farmers in our country to work into the city, who become an important part of the industrial workers. The manufacturing industry in Pearl River Delta is rather developed, which is an off-farm workers centralized area. Guangzhou is situated on the center of Pearl River Delta, similarly concentrated abundance of off-farm workers who have made great contribution to development of Guangzhou's economy and society. Along with the unceasing expansion of the off-farm workers' scale, influenced by the urban-rural dualistic economic structure and the social system formed by the history, the off-farm workers' medical guarantee problem in the urban-rural medical guarantee system is more and more serious. In recent years, this problem has caught the attention of the society, and the government gradually has also adopted the related measures to protect the off-farm workers' medical guarantee rights and interests, but in general, currently, the whole society still didn't pay enough attention to this problem, while the theory sector hasn't made a thorough and further research, especially the empirical research, and the related system design and the policy plan was imperfect, various local understanding and the procedure were inconsistent, the rate of participating guaranteeing system is quite low. During the process of urban-rural dualistic system transferring to unitary system, the government and the society must respect the off-farm workers' medical guarantee willing, and should face that the off-farm workers' medical guarantee situation is in the difficult position between urban and rural medical guarantee system, attempting to explore the suitable constitution design and realty choice adapted to national condition at the present stage and strengthen the specific research and innovation of the off-farm workers' medical guarantee system. Based on the literature research, from the four aspects of medical guarantee conditions of the off-farm worker household register locus and the work locus, the off-farm workers' satisfaction and willing to carry on questionnaire survey on the off-farm workers hospitalized to Third Affiliated Hospital of Sun Yet-sen University, Guangzhou, and lastly collected 209 questionnaire.On the basis of data statistical analysis, it concludes that whether the off-farm workers participate the employee medical guarantee system has greatest influence on their overall satisfaction to the medical guarantee system, while one of the main reasons resulting in the low rate is the low proportion of signing the labor contract, the off-farm workers' education background, the employment form and income all affects their willing to participate medical guarantee. In view of Guangzhou's actual situation, it puts forward some proposals as follows: In the process of advancing the integration of urban and rural areas, gradually reforms the dualistic economic and social structure characterized with the tradition the urban-rural division, establishes unitary household register system in proper time; In view of the off-farm workers' actual situation, conforms urban-rural social security system, and gradually realizes the joint of the new rural cooperative medical treatment and urban medical guarantee system, provides to the off-farm workers with the pointed operational reality choice; Meets their basic medical guarantee need through different medical treatment type; In addition, unceasingly strengthens the construction of special medical guarantee project, the perfect workers' compensation insurance system, strengthens the construction of medical guarantee legislative work, strengthens the third party organization to solve the off-farm worker medical insurance, completes the rural work personnel's propaganda and the guidance work, lets more and more off-farm workers understand the national medical guarantee policy and regulation, thus enhances their positive consciousness to participate medical guarantee.
