The Status Quo And Countermeasures Research Of The Service Provision Of Part Of Community Health Service Centers In Yunnan Province

The community health service (CHS) is one of the important contents of the current reform of the medical care system in our country. Since 1997, a series of national policy related CHS had been come out. It had made clear that developing CHS is the steadfast policy of our government; The national policy come out in 2006 further emphasized that to establish and perfect CHS is an important aspect in the framework of health service in China in the 21^st century. It had the very vital practical significance to raise the health level and life quality of the community residents; To strengthen research related CHS will be conductive to promote the health and sustainable improvement of CHS, thus it will helpful to realize the general goals of the health care system reform at an early time.Objectives: Rely on the new policy background, the research wants to describe the supply situation of the public health service and basic medical service of CHS through the status survey of CHS in seven areas in Yunnan province, to find the key factor and the focus existing problems restricting the improvement of CHS, to propose the corresponding countermeasure and the suggestion to perfect the basic service function of CHS, improve the utilization efficiency of the health resource and promote the improvement of CHS.Contents:1. The basic situation of the CHS of the seven areas.2. The provide situation of the public health service and the basic medical service of the CHS.3. The relevant influence factors of the service provision of CHS.Methods: On the basis of collecting the existing information of all levels of health administrative departments and CHS, the research uses the research method of the combining of the questionnaire and the qualitative interview to describe the service conditions of CHS of seven areas in Yunnan province, uses statistic method to analyze the relevant influence factors which effect the service supply of CHS.Discussion: Through the in-depth investigation to the community health service center of seven areas in Yunnan Province, from the four aspects to discuss: 1. The leading role of the government to the CHS has not yet fully reflected. 2. The management of the health administrative departments does not reach the designated position.3. The function of the internal operation of the CHS needs to be improved. 4. The community residents' support is inadequate.Recommendations: The CHS is a systemic engineering. According to the related factors which influence the service provision of the CHS center, this article elaborated the struggling direction in future from the three aspects of the government, the health administrative department and the CHS center. The government and the health administrative departments should provide the loose development environment from external for the development of the CHS. The CHS centers should focus on the interior construction, change the notion, management scientific, guarantee the service quality and gradually perfect service functions. Through the propaganda to mobilize the residents and through service to attract the residents, it would realize the CHS in health, sustainable development finally.
