The Research On The Influence Of Two-Way Referral System Between Large Hospital And Community Health Services

Community Health Service, defined as the bottom of the network in the basic medical service system and the public health service system, assumes the responsibilities of basic medical and public health service and is an important part of the health service system in our country. A large number of theories and practice have proved that community health service can not only greatly improve the fairness and accessibility of health service, but also control the growth of medical cost to a certain extent and improve the health of residents through the provision of public health service. Community Health Service has been recognized as a convenient and low-cost health service model, and has obtained the concern and attention from the government and the community.At present, our country is on the way to establish and improve the community health service system. The two-way referral system is considered as the key to enliven the community health service and an important aspect to ensure the development of community health service. On the one hand, the two-way referral system can be effective in redeeming the defects that the equipment is insufficient in community health services and the level of the health care staff are limited; on the other hand, it is conducive to ease the pressure of large hospitals and improve their visibility as well as increase the market share of large hospitals. However, the current status of implementation of two-way referral system is not optimistic; problems are arising, such as only referral to hospitals but not to community health services, lack of good communication between hospitals and community health services, imperfect referral procedures and norms. One of the most important reasons is lack of positive interaction and economic interests'coordination between big hospitals and community health services. Therefore, it is of very important practical significance to study benign interaction of the two-way referral system between large hospitals and community health services as well as to select appropriate mode for analysis and promotionDifferent community health services modes were selected in this study: community health services run by the government, community health services supported and guided by the hospital, community health services run by the hospital, community health services hosted by the hospital. Literature analysis, questionnaire survey and depth interview were adopted to study on the internal and external factors of the implementation of the two-way referral system, the implementation of the two-way referral system under different modes of services and impact of two-way referral system in different models, and propose strategies for healthy interaction, as well as provide theoretical basis and practical preparation for the promotion of community health service model that is appropriate for the effective implementation of two-way referral system.
