Monitor & Evaluation System On Anhui Province HIV/AIDS Prevention And Control Program

Background: To fully implemented the work of monitoring & evaluation (M&E) of china's action plan for reducing and preventing the spread of HIV/AIDS (2006-2010) and china's Medium and long-term plan for preventing and controlling the spread of HIV/AIDS (1998-2010). The State Council AIDS Working Committee Office (SCAWCO) draft the china's AIDS M&E framework (provisional) as a reference for the local authorities in establishing specific M&E protocol, while these missions assisted in improving the efficiency and level of AIDS preventing and controlling work.Objectives: Through the study on Anhui's AIDS M&E system, we will set out M&E principles and measures, specific content and indicators, institutional and management. These missions assisted in improving the efficiency of monitoring work to facilitate the AIDS response.Methods: The Anhui province relative documents and policies, such as the mid- and long-term planning on AIDS in Anhui 1998-2010,and the action planning on AIDS 2006-2010 were deeply analyzed. Then choose the indicators from the using M&E indicators in Anhui. Establish the rudiment of the indicators system after the seminar. Based on the field trials, the scientificalness, the feasibility and the operability of the indicators system was validated. It has been discussed in second-round seminar. Finally, we completed the research of protocol and indicators.Results: (1) Anhui's AIDS monitoring and evaluation protocol were established, which included 3 input indicators, 10 process indicators, 5 output indicators, 3 outcome indicators.(2) A manual ,about the indicators system . The manual sets out protocol's objective and significance, specific content and indicators, institutional and management mechanism, data collection and management.Conclusion: The study of Anhui's AIDS M&E protocol and indicators system combine with the current AIDS situation in Anhui. The indicators and it's measuring methods and tools were scientific, feasible and operative. It could respond the current situation of Anhui's AIDS prevention and control. But the protocol and the indicators system haven't been perfect, it is necessary to discuss further in the future research.
