| BACKGROUNDFor such a long time, health supervision plays an important role in safeguarding people's health, maintaining social stability and promoting the development of national economy. With the opening policy going on, China's economy has made the wonders of thirty-years continuous high-speed growth, in sharp contrast, health work has had an obvious lower pace of development. In the middle and latter half of the 1990s, our country started the reforms of Health supervision and disease prevention and control system, and standardized the construction of the two gradually. However, owing to the many-sided influence, such as instructional policy, reformation thought, regional economic development level, devoted strength and function performing, etc., health supervision system is not equivalent all over the country at present, which leading to the shortage of administration and poor in spirit. Public health supervision function can not be fulfilled completely, Health supervision work faces many difficulties, to which the local has made massive discussion and studies. Therefore, it is highly necessary to forward the health supervision system reform and enhance the construction of it.OBJECTIVESTo comprehend the status quo of system in Qingdao by investigation, to analyze and find out the existent problems, to probe the Health supervision and execution management mode of the new situation positively, to offer scientific foundations for the supervisor to form the scheme of public health framework and to make decisions to advance health supervision system construction, consummate and enhance the system in Qingdao further, accelerate law-based administration of health work.METHODOLOGYIn this thesis, we use questionnaire survey method to collect relevant materials, the questionnaire of which are designed according to partial sample cities all over the country in the evaluation and research program which is organized by Health supervision Bureau under Ministry of Public Health in July, 2006.Encoding and regularizing the initial data from spot investigation, putting it into the computer, using the EXCEL software to build database; applying the health supervision information report system to produce local and professional compiling forms. Analysis of annual statements comes from "work statement of health supervision over law enforcement in Qingdao (2007) "and health supervision information report system in Qingdao, 2008.The statistical method used in this investigation is descriptive analysis, and SPSS13.0 statistical analysis software is also used. MAIN RESULTS1. Qingdao has taken the lead in starting the two levels, that is, city and district action and disease prevention and control system in 1999, which was completed at the end of 2001.2. There is 596 health supervision staff later in 2007 in Qingdao, and compared with the permanent resident population, there is a large gap in the allocation number. What's more, the allocation is unbalanced geographically, especially between the urban and rural areas. Health supervisors differentiate greatly from each other in the structure of education qualification and specialty, the age differentiation is particularly critical.3. The phenomenon of expense shortage is common in health supervision organizations of all level in Qingdao. The disparities of work place, traffic vehicle, office equipment, evidence-collection facility, on-the-spot detection device, and normalization exist in more than half of the organizations.4. The ability of health supervision resource allocation and monitoring is terribly insufficient in Qingdao.5. The fundamental network construction has covered 66% towns, 49% villages and communities in Qingdao, and the city-county-town-village four level supervision networks has been set up preliminary. However, there are big differences in coverage area, expense, staff distribution, hardware, role-playing, etc.CONCLUSION AND RECOMMENDATIONSThe health supervision system construction has made quiet great progress, many evaluating indicators taken a leading position among the congener in our country. However, there are still problems, which have to be solved by furthering the system reform, continuing to develop, strengthening fund-raising, organization construction and resource distribution and usage.Based on the above, this essay offers the following proposition,1. Keeping on health supervision system reform.2. Definitizing the institution positioning and staff identification. Civil servant management or the similar one should be carried out.3. Fulfilling and consummating the financial security system of health supervision.4. Accelerating the software and hardware in health organization and enhancing the supervision capability.5. Making clear the supervision function and untangling the supervision working system.6. Forwarding health legal system and doing well in health law permeation and training.7. Making health supervision network perfect.8. Taking food security function adjustment reform into consideration as well. |
