| New rural cooperative medical system is a meaningful policy which is drafted by the party and government to solve "three dimensional rural issues" and construct a socialist harmonious society. Meanwhile this is the first large-scale investment to solve the medical and health problems of peasantry in china. Since2003, this system which was piloted from small sizes to all of agricultural populations has developed steadily and quickly and made remarkable achievements. The construction of this system helped people reduce medical burden, improve utilization of health services and relieve poverty which caused by disease. However, there are some problems exposed during the operational process. How to scientifically and objectively assess the operation of the new rural cooperative medical conditions and improve operating results, is the current priority.In this paper, by combining theoretical analysis and empirical analysis, first, I reviewed China's rural cooperative medical system changes, analyzed its basic frame and its existing problems such as system design, the problem of funding, high operation cost, adverse selection and moral hazard and so on. Second, according to the theory of operation impact assessment, I designed a scientific and operable evaluation indexes system and make a basic evaluation on the new-type rural cooperative medical system from five aspects: participation, benefit, health resources, funding and satisfaction. On this basis, I made an evaluation on operative effect of 31 provinces and autonomous regions' rural cooperative medical system. Finally, give some advice on how to set objective, perfect design and create effective funding mechanism to promote its operation effects and make it sustainable. |
