Satisfaction Of Farmers With The New Rural Cooperative Medical Care System In Jinan

"Eradication of poverty in three or five years, a disease back to the past" and "one person has the disease, generations suffer from poverty" has been a true portrayal of a farmer for medical care. For the vast majority of farmers, illness is the most terrible thing. CPC Central Committee and State Council have made the new decision of the establishment and perfection of the new rural cooperative medical system with the current reality of rural and social development in October 2002. Central government explicitly required that all localities to under the unified leadership of local government in advance of trial, sum up experience gradually spread, the basic cover all farmers by 2008. Jinan started the new rural cooperative medical system in 2003, Jinan health work conference proposed that based on the 100% coverage in the realization of agricultural town and village, combined rate of farmer participation 98%, the Senate co-financing level of farmer's per capita would reach 70 yuan in 2008. The new rural cooperative medical system operated smoothly as an important benefit to the public, farmer-friendly policy, how do the majority of the farmers view the implementation of this policy? I start this paper on satisfaction of farmers with the new rural cooperative in Jinan for true understanding of the new rural cooperative medical policy, the actual results, an objective reflection of the farmers of the new rural cooperative medical opinions and suggestions, so as to provide the new rural cooperative medical decision-making reference. This paper studies the way with policy evaluation in Licheng District of Jinan, conducted a 15-day period survey with the sample volume of 300 people, interviews with some of the cases is also supplemented in order to ensure the investigation depth. In the data analysis process, I use the international generic market research analysis software SPSS16.0 quantitative data on the objective and accurate analysis to ensure the accuracy of the survey. The open part of the information and the contents of the case will be made in-depth interviews, and detailed qualitative analysis. The study of this paper include analysis of farmers awareness of new rural cooperative medical, satisfaction of farmers with designated medical institutions, evaluation of farmers to health insurance agencies,the overall evaluation of farmers to new rural cooperative medical and analysis of pepal who have not participated. Research focus is the satisfaction of farmers to designated medical institutions, it includes satisfaction with designated hospitals for medical expenses, the level of designated hospitals for medical treatment, the attitude of designated hospital services, the convenience of designated hospitals and the primary conditions of designated hospitals. Through the above research, analysis of the problems reflected in the implementation process of new rural cooperative medical system, and prescribe the right medicine, put forward comments and suggestions from the legal protection, system design, system advocacy, regulation and supervision of the designated hospitals, rural health system and other relevant policies.
