| ObjectiveThe construction of health supervision includes strengthening the health supervision agency and staff, definiting the task and responsibility of, perfecting the operating mechanism of and improving the guarantee mechanism of health supervision. This study analyzed the key work parameters of health supervision of Tai'an in 2008 according to the present situation investigation of health supervision agency and hygiene supervisors on city and county levels, to grasp the business work development situation of health supervision agency and the situation of hygiene supervisors allocation, to understand the situation team allocation of hygiene supervisors and discover problem during current situation, finding the problems and weak points to provide scientific basis to perfect and strengthen the construction of health supervision system and to provide policy and theory basis for government agencies, and finally to promote the development of health supervision.The Main Results1. The gap exists between the job requirements and overall quality of the hygiene supervisors'team and the human resource allocation. There are 264 hygiene supervisors on city and county levels, of which there are 196 males and 62 females; the college stuff covered 77.65%, and the main problem of professional titles is that the proportion of senior title is low, while the proportion of junior title and below is too high, which caused the lack of academic leader and the low quality of the whole team. The proportion of people whose major learned is law or management is less, which is no good for the need for work model of health supervision and law enforcement. The proportion of hygiene supervisors under 30 years old is low(7.58%),so the proportion of young workers is low which caused the deficiency of new force. The proportion of age composition is not reasonable and it is no good for the sustainable development of health supervision. There are 264 hygiene supervisors in Tai'an, of which 5,476,200 are registered permanent resident and 360,000 are floating population. So the average allocation of hygiene supervisor is 4.8 per thousand, lower than "special and multiple hygiene supervisor 10～15 per thousand" regulated in. Hygiene supervisors of county level covered a lower proportion of compilation and allocation of hygiene supervisors are unbalance between different counties. So the number allocation and compilation of hygiene supervisors needs to be rational configured, as there are great disparity to catch up with the requirements of the market economy development and public health safety.2. The distribution of professional supervisions, monitoring coverage rate and penalty rate are unbalanced in Tai'an. Penalty rates of all kinds of health supervision are relatively low, and the investment of law enforcement work needs to increase. The situation of that the hygiene supervisors are relatively less and the test equipments are backward is conflicted with the increasing of supervised units, which caused the supervision frequency, supervision profundity and supervision extension can't meet the qualification, the backwardness of supervision makes the means of collecting evidence restricted. On the overall level of health administrative punishments in Tai'an, the penalty is relatively low, and health administrative punishments distributes unbalance between different specialties. So the work focus of traditional health supervision should be transferred to comprehensive law enforcement.Countermeasures and suggestionsPromoting the health supervision system reform, perfecting fund input guarantee mechanism of health supervision and increasing the input of health supervision to guarantee the supervision work develop normally. Definiting the properties of health supervision agency to promote the allocation of hygiene supervisors rationalized. Strictly guard the pass the supervisors and strengthen the construction to increase their knowledge level and specialized technical level of health supervision and related laws and regulations. Establishing evaluation mechanism to meet the need of health inspection system perfecting increasingly and the need of comprehensive law enforcement. Strengthening the scientific planning of health supervision, increasing the investment of health supervision, outfitting enough supervision equipments, speeding up the information network construction of health supervision, improving emergency response ability and personal quality, enlarging hygiene laws propaganda work and enhancing law awareness and management level of health field to improve the health supervision level. |
