| The new rural cooperative medical system (hereinafter referred to as NCMS) organized, guided and supported by the government, is the main rural medical security system form. The NCMS has been piloted for many years since 2003, which has achieved some success, but late in some less developed areas and there are some problems in the promotion of the process. Therefore, the study on factors restrained peasants in underdeveloped regions to attend NCMS not only good for us to discovery the problems in rural area, maintaining the vital interests of the peasants in underdeveloped regions, but also conducive to the sustained and healthy development of the NCMS, which more farmers will enjoy the benefits of the NCMS.This study based on the functional theory perspective, taking the underdeveloped Hunan Anhua for example as the following four hypotheses:The author assume that the system design itself, the government management of the less developed regions, rural medical institutions and peasants themselves were the four existing constraints, restricting the peasants to participate in the NCMS. The study based on the first-hand material obtained by the actual surveys and interviews, which contents including the basic conditions of the design of the system itself in the less developed areas and the existing constraints, the basic situation of the government management on the NCMS in less developed regions and the existing constraints, the basic situation of the rural medical institutions in less developed areas and the constraints, the basic conditions of farmers themselves and the constraints.Analyzing of the first-hand material obtained by the actual surveys and interviews in Anhua, the author draw the four following conclusions that there are constraints in the design of the system itself, the government management, the medical and health mechanism and farmers themselves, all of which restricting the farmers in less developed regions to participate in the NCMS and the normal development of the NCMS. The conclusions are consistent with the hypotheses. On this basis, the author puts forward proposals and measures in four areas for solving problems, in order to raise the rate of farmers joining NCMS in the underdeveloped regions, that is, improving the design of the NCMS to support peasants from the system design, strengthen the government management to support peasants from the government, improving the medical institutions in the less developed to support farmers participate in the NCMS from technical, raising the awareness of farmers to support peasants to participate in the NCMS from themselves, all of which in order to improve the ratio of farmers joining the NCMS in the underdeveloped regions, and protect the normal running of the NCMS. |
