The first aid is an important part of medical and health services and social security system, which is also an important part of public service administration. Emergency centers served as first aid organizations belongs to public health service system and play an important role in Promoting equalization of basic public health service. The situation of first aid reflects a country's ability of public service administration, the level of public health and public welfare. With the increasing development of Chinese economy, Public Hygiene Emergency occurs from time to time and people's request for health security has been improved. How to reasonably dispose and effectively use first aid resources in order to provide people convenient, effective and complete first aid service has become a problem demanding prompt solution, which is also an urgent need for health service reform.Emergency Medical Service System(EMSS) are consisted of first aid, emergency department and Intensive Care Unit and has close relation with people's health and life. However, the construction of our country's first aid has an obvious lag compared with emergency department and Intensive Care Unit and it is at a developing and improving stage. The research about how to reasonably dispose and effectively use first aid resources is at a primary stage mainly concluding the current development situation and considering future development. So the research discussing how to reasonably dispose and effectively use first aid resources, taking Yunnan province as example from the view of pubic administration, has reality and theory meaning.The research mainly adopts on spot investigation, including filling in questionnaire and spot interview to investigate the situation of personnel, fund ensurance, correspondent dispatch, equipment and existent problems of Yunnan province first aid organisitions. Collecting data, analyzing current situation and existent problems and providing scientific and reasonable solution from the view of public service administration.It is advanced in the research that the first aid resources of Yunnan province is extremely deficient, existing prominent contradiction between first aid resources supply and need and the government must emphasis the construction and supervision of the first aid. Firstly, increasing personnel organization, ensuring working capital fund, setting up the province-city-county-town four level first aid network, advanced dispatching system, establishing advanced dispatching system, equipping related ambulances and medical equipments to reasonably disposing first aid resources. Secondly, through strengthening administration function, selecting suitable operation model, completing institution management, standardizing train of first aid personnel, enhancing personnel construction, promoting the ability of first aid and rescue operation in emergency to effectively use first aid resources. Reasonable disposition and effective use of first aid resources, efficient emergency centers are guarantees of first aid operation, which promote equalization of basic public health service and make the masses can enjoy the achievement of health reform.
