| Objective:This study aimed to township hospitals in Chengdu, "tailor" a set of public health services, quantity, quality requirements of basic public health services in one package for the service pack to establish a line of township hospitals in Chengdu the actual development of public health services, township hospitals in Chengdu appropriate public health services system performance evaluation index system for the rural township hospitals to carry out public health services to provide standard project criteria for the district (city) and county health administrative departments of public health service evaluation provide assessment criteria.Methods:The study first comment, literature study, thematic discussion, field surveys, interviews, focus group discussions and other methods to build basic public health services, township hospitals in Chengdu packages; Second, use of literature study, focus group discussion method of public health services of township hospitals in Chengdu Construction Performance Evaluation System, using Delphi expert consultation to determine weights (including using Kendall coefficient of concordance (Kendall s W) of the coordination of expert advice degree; calculated using the mean index system in the Delphi expert consultation of the index weight); Finally, the use of empirical research methods to test the target system operability, availability, use Kelangbaha coefficient (Cronbach s a) of test of the system of internal consistency reliability, using principal component analysis of test of the validity of the architecture, using Cluster analysis, analysis of variance test indicator system differentiate.Results:Through all these research activities, this study achieved the following results:①Construction of township hospitals in Chengdu to adapt to the actual basic public health services package, contains 12 items,13 working points,54 specific requirements.②established two types of efficiency and effectiveness indicators of the structure of the layered target system, including an index of two, two indicators 15 and tertiary indicators 55.③identified one, two, three weights of the indicators, of which the weights of the two-level values were 0.700,0.300,15 a secondary target weights were0.096,0.051,0.069,0.058,0.063,0.077,0.048,0.071,0.039,0.040,0.042,0. 046,0.096,0.112,0.092.④To join current situation to comment organization go on, survey live, prove index effectiveness and practicability of system.⑤Through calculate kronas of Bach coefficient, index kronas of Bach as first class value is for 0.839, value is for 0.788, value is for 0.835 kronas of Bach a of indexes tertiary at index kronas of Bach a Second Grade, the result reveals the inside of the index believes unanimously degree is better.⑥Second index main composition analysis result reveals, two main compositions in all are drawn, its contribution rate reach 58.586% totally, and two main characteristic root of composition greater than 1, Fl receive variable 1,5,6,7,8,11 influence among them, F2 receive variable 2,3, 4,9,10 influence, as a whole, main composition analyze similar to two major kinds index preserved result, indicate the design of the index system has structural result degree on the whole.⑦According to cluster analysis,21 appraisal organization divide into three suitable, variance analysis result reveal three and difference between being every two kinds have statistics meaning (P<0.05), the index system has better differentiation degree.Conclusions:Because of result of study described above, can originally work out some following conclusions:①It is rational that the public health serves the construction that the basic project charters;②The index system structure constructed is rational;③Confirm the weight coefficient method of the index is scientific, the result is relatively accurate;④The index system set up has good letter degree, result degree, and distinguishes degree. |
