Development Problems And Countermeasures Of New Rural Cooperative Medical System In Kuiwen District, Weifang City, Shandong Province

Establishing the new rural cooperative medical care system is a significant measures made by the Central Committee of CPC and the State Council for agriculture, to effectively solve the problems about Agriculture, Rural Areas and Peasantry and to build rural-urban harmonious development of society under the new situation. The policy implementation has made great achievements in different areas, to some extent, it helps alleviating the problems of expensive medical cost and difficult medical services for the farmers, but due to imperfect of the policy itself, and the policy environment, there still exist many problems, and how to solve these problems becomes a theoretical focus.Based on the case of Kuiwen district, the essay analyzed the problems of the new rural cooperative medical care system in the experimental process, and puts forward corresponding countermeasures and suggestions on the policy, and it has a great significance in implementation. The paper has six chapters, the first part is the introduction, it introduces the research background, purpose and the meaning of the new rural cooperative medical system research, and gives a domestic and foreign research review. In the second part of rural cooperative medical theory and development were introduced. The third partcompared the new rural cooperative medical and traditional rural cooperative medical care system, pointedout the comparative advantage of new rural cooperative medical treatment. The fourth part of the content introduced the implementation of the new rural cooperative medical care system in Kuiwen district. Taking the implement in 2008 as an example, the paper introduced several aspects of kuiwen district of new rural cooperative medical care system operation, such as financing, farmers benefiting, funding, cost control and medical institution numbers for every thousandpeople and compared the operation to the other relevant counties in Weifang City. The fifth part of analyzed the problems and its causing factors of the new rural cooperative medical problems in the implementation process in the Kuiwen District.
